So he attributes it to:

1) Common Agricultural Policy incentivices hill clearance and disincentivises new tree planting
2) Government mismanagement of grants (largely in favour of agricultural landowners)
3) Long term mistaken policy of removing natural features from rivers and building up banks

My personal feeling - with no evidence to back it up - is that these factors have probably contributed, but that the main issue is that there are simply more houses / settlements than ever before. And, as he points out, many on floodplains. So even if the weather is stable over time and the other factors came into play, there would still be more reported floods.

No reason not to try and put the problem right though!

I think it simply shows the ideology of successive govts. in the broader sense James, as well as the 'loose' nature of the EUs CAP, they are basically more concerned with short term financial gains, at the expense of EVERYTHING else!

They are too far removed from the real world and are little more than bureaucratic quangos, that need fucking off asap!  sunny 


Culture change required...
