When Thames Water was originally sold to "Kemble Water" (an obscure structure of holding companies ultimately owned by various pension funds) OFWAT ran one of those consultations (you know the kind of thing, so complex that most people have not a clue what to think or say about them, but which are necessary in this modern age of "open" government).
This is the conclusion from OFWAT: http://www.ofwat.gov.uk/industrystructure/pap_pos_tms_acqtmskemble.pdf ("we've done the consultation and deemed it OK")

Some of the consultation comments are from one Martin Blaiklock, a consultant who happens to live in Teddington, he has in-depth understanding and plenty of interesting things to say:
